Indonesia and Singapore Finalize $20 Billion Renewable Energy Export Agreement

Bilateral deal to supply up to 3.4 GW of solar power to Singapore, bolstering regional energy cooperation and investment
Indonesia and Singapore have formalized a landmark agreement to export up to 3.4 gigawatts (GW) of renewable electricity from Indonesia to Singapore, primarily sourced from solar power and supported by battery energy storage systems.

The initiative, valued at approximately USD 20 billion, aims to commence electricity exports by 2027 and scale up through 2035, marking a significant step in Southeast Asia's cross-border energy collaboration.

Under the agreement, several projects have received conditional approvals from Singapore's Energy Market Authority (EMA).

Notably, Singa Renewables—a joint venture between TotalEnergies and Singapore's Royal Golden Eagle (RGE)—has been granted a conditional license to import 1 GW of solar power.

Additional approvals have been issued to consortia including Shell-Vena and Pacific Medco Solar Energy, contributing to the total planned capacity.

The renewable electricity will be transmitted via subsea interconnectors, with infrastructure development underway to facilitate the cross-border energy flow.

In support of the initiative, Indonesia is expanding its renewable energy manufacturing capabilities.

A new 8,000-square-meter facility in Batam, operated by Utomo Solar Panel Terapung Erpo (Usopater), has commenced production of components for floating solar panel systems, employing 100 workers.

This bilateral cooperation aligns with Singapore's objective to import up to 6 GW of low-carbon electricity by 2035, as part of its broader decarbonization strategy.

For Indonesia, the agreement represents a transition from traditional fossil fuel exports to renewable energy, contributing to its national energy diversification goals.

The projects are expected to generate significant economic benefits, including job creation and investment in renewable energy infrastructure, while advancing regional efforts toward sustainable energy development.
