Japan to adopt NTT next-gen communications tech for defense
Japan's Defense Ministry is developing a strategy to implement cutting-edge commercial communication tech for national security, initially focusing on NTT's IOWN (Innovative Optical and Wireless Network) platform.
IOWN is designed to revolutionize smart city communications with faster, more efficient data transfers and reduced power usage, making it ideal for advanced defense systems. The ministry is collaborating with NTT from the pre-testing phase to integrate the platform into defense operations.
The adoption of IOWN could enhance capabilities such as drone usage, cyber defense, and electromagnetic applications. It is projected to improve real-time battlefield intel and missile detection systems.
Additionally, the technology could advance digital twin technology, allowing for virtual testing of equipment, reducing development time, and cutting costs.
A committee comprising ministry officials and Self-Defense Forces personnel is outlining plans for the next-gen tech, focusing on tech analysis, identification of beneficial technologies, and developing new operational concepts.
This initiative aligns with a broader goal of leveraging commercial innovations to bolster defense while stimulating R&D and economic growth. The initiative's related costs may be proposed for the fiscal 2025 budget.
Moreover, the Ministry of Defense has been engaging with startups in areas like drones and robotics to incorporate civilian tech into security operations. A Tokyo-based research center for dual-use technology will open in fiscal 2024, accompanied by a subsidy program supporting company research.
Regular discussions with academia will also be pursued, inspired by the U.S. Defense Advanced Research Projects Agency's approach to peacetime civil tech utilization.
