Detained since June in Bangkok, Bdap risks torture or even death if returned.
Thailand's government has the final decision, with 90 days to execute the extradition. Bdap can appeal within 30 days.
Recognized as a UN refugee, he has lived in Thailand since 2018.
His charges stem from deadly riots in Dak Lak province, June 2023, despite his absence.
Calls from the NHRC and Human Rights Watch urge Thailand against deportation, as it seeks a UN Human Rights Council seat for 2025-27.
