Thailand Deepens Military Action Against Cambodian Scam Hubs Amid Border Conflict

Bangkok’s forces target casino-linked compounds accused of harbouring transnational cybercrime networks as clashes with Phnom Penh persist
Thailand has intensified military strikes on Cambodian border areas that it says host major cyberscam hubs and related criminal infrastructure, framing part of its ongoing armed clash with Cambodia as a campaign against cross-border organised crime.

Thai officials assert that several casinos and large compounds near the frontier have been used to run sophisticated online fraud operations, often linked to human trafficking and illicit finance, and have been struck as legitimate targets in the wider conflict.

The action comes amid fierce fighting along the 817-kilometre shared boundary that reignited in early December, following the collapse of a ceasefire first brokered in October.

The renewed hostilities have involved artillery exchanges, airstrikes and ground engagements, displacing hundreds of thousands of civilians and drawing international concern for stability in the region.

Cambodia has decried the strikes as violations of its sovereignty and has denied that legitimate civilian infrastructure is being used for cybercrime purposes, even as observers note that many of the sites targeted by Thai forces were previously identified by investigative reporting and law-enforcement sources as part of sprawling scam centre networks spanning casinos, hotels and high-rise complexes.

Human rights agencies have warned that trafficked foreign labourers held in such compounds are at heightened risk amid the fighting, with United Nations officials urging their evacuation and protection.

Thailand’s framing of its military operations as also a crackdown on global scam networks reflects years of concern in Bangkok over the proliferation of so-called “scam cities” in Cambodia that defraud victims worldwide and have been linked to transnational organised crime.

The dual narrative of territorial self-defence and anti-cybercrime action underscores the complex and escalating tensions between the two countries, even as diplomatic efforts continue to push for a durable ceasefire and negotiated resolution to the underlying dispute.
