Cambodia has signaled that it may seek intervention from the United Nations if Thailand proceeds with steps that effectively withdraw from or suspend the agreement, escalating a long-running and sensitive territorial governance issue between the two neighbors.

What is confirmed is that the 2001 memorandum was designed to establish a joint framework for surveying, mapping, and peacefully resolving overlapping territorial claims along the Thailand–Cambodia border.

The agreement does not itself settle sovereignty disputes but creates mechanisms for bilateral negotiation and technical cooperation, intended to reduce the risk of confrontation in contested areas.

Recent developments indicate that Thai political and security actors have been reconsidering the country’s participation in the framework, amid domestic criticism that the agreement constrains Thailand’s legal position in ongoing border disputes.

In response, Cambodian officials have warned that any unilateral withdrawal or suspension by Thailand could undermine established diplomatic processes and potentially violate prior understandings governing bilateral dispute resolution.

Cambodia’s stated warning of bringing the matter to the United Nations reflects a strategy of internationalizing the dispute if bilateral mechanisms break down.

In practice, such a move would likely involve raising the issue at multilateral forums and potentially seeking advisory opinions or diplomatic pressure through international bodies, rather than immediate legal enforcement.

The core mechanism at stake is the balance between bilateral sovereignty management and multilateral diplomatic escalation.

The 2001 framework was explicitly designed to prevent unilateral action by either side, replacing it with joint technical committees and phased negotiation.

Any withdrawal or suspension would therefore not only affect border survey operations but could also destabilize the broader diplomatic architecture that has kept the issue contained for more than two decades.

The broader context includes a history of periodic border tensions between Thailand and Cambodia, particularly in areas where historical maps, colonial-era demarcations, and modern state interpretations diverge.

Previous incidents have occasionally escalated into military standoffs or diplomatic disputes, although both governments have generally maintained dialogue mechanisms to avoid sustained conflict.

The stakes extend beyond territorial mapping.

The trajectory of the dispute will depend on whether bilateral negotiations can be sustained or whether the issue shifts into a broader multilateral legal and diplomatic arena, redefining how border governance between the two countries is managed going forward.
