SYSTEM-DRIVEN regulatory policy in Thailand’s medical cannabis sector is producing uneven enforcement outcomes, as new prescription controls collide with fragmented implementation across clinics, pharmacies, and regional health authorities.

Thailand was among the first countries in Southeast Asia to decriminalize cannabis for medical use, following policy reforms that removed cannabis from the national narcotics schedule and enabled regulated medical access through licensed prescriptions.

The system was designed to limit use to medical purposes, requiring prescriptions issued by approved practitioners and distribution through regulated channels.

What is now confirmed through regulatory developments and sector reporting patterns is that enforcement of these prescription requirements is inconsistent.

Some medical facilities and practitioners are applying strict interpretation of prescription-only access, while others are operating in a looser regulatory environment where oversight appears weaker or unevenly applied.

This divergence has emerged as authorities attempt to re-tighten control after an initial period of rapid liberalization.
