Department of Corrections Responds to Allegations of Inhumane Treatment of Gambling Tycoon She Zhijiang
Thai authorities clarify the detention conditions of She Zhijiang, a Chinese-born gambling tycoon, addressing claims of mistreatment in prison.
The Department of Corrections has addressed allegations made by She Zhijiang, a Chinese-born gambling tycoon holding Cambodian citizenship, who claims he was subjected to inhumane treatment while detained in a Thai prison.
She, who operated the controversial Shwe Kokko gambling complex in Myanmar, was arrested in Thailand in 2022 following an international warrant issued by China, accusing him of involvement in online gambling and fraud.
Following his arrest, She faced extradition requests from both China and Cambodia.
In January 2025, She’s lawyers filed a letter to Interpol alleging mistreatment, including solitary confinement, being chained, and denied medical care for a spinal injury.
The Department of Corrections responded by stating that She was not in solitary confinement but was separated for safety reasons and that the chains were applied due to an incident where She attempted to assault prison officers.
These chains were removed in December 2024 after She adhered to prison rules.
The department emphasized that She received regular medical treatment at the Correctional Hospital and had access to legal counsel and communication with his family.
The Department also confirmed the visit by Chinese officials, asserting that the visit was part of the standard process to discuss extradition matters.
The Ministry of Justice assured that all procedures followed international human rights standards and legal regulations.
She’s arrest and treatment have drawn attention due to the rise of gambling and fraud operations linked to Chinese criminal syndicates operating in Southeast Asia.
She, who has denied the charges, has claimed the case is politically motivated, citing his refusal to comply with orders from Chinese authorities regarding his business dealings on the Thai-Myanmar border.
The case is under ongoing legal review in Thailand.
