Thailand Enacts Landmark Law Criminalising Sexual Harassment, Extending Protections to Online Abuse

New legislation strengthens safeguards for victims and formally recognises digital harassment as a criminal offence
Thailand has formally criminalised sexual harassment under newly enacted legislation that broadens legal protections to cover both physical and online misconduct, marking a significant step in strengthening safeguards for victims nationwide.

The law, which has been passed and published in the Royal Gazette, introduces clearer definitions of sexual harassment and establishes criminal penalties for offenders.

Crucially, it extends coverage to digital platforms, recognising harassment conducted through social media, messaging applications and other online channels as punishable offences.

This move addresses the growing prevalence of technology-facilitated abuse and reflects the government’s commitment to adapting legal frameworks to modern realities.

Under the new provisions, individuals found guilty of sexually harassing others may face fines, imprisonment, or both, depending on the severity of the offence.

The legislation also reinforces protections in workplaces and public spaces, signalling that inappropriate behaviour — whether verbal, physical or digital — will not be tolerated.

Officials have described the reform as part of a broader effort to enhance gender equality and public safety.

By codifying sexual harassment as a criminal offence with specific reference to online environments, Thailand aims to provide clearer recourse for victims and a stronger deterrent against abuse.

Advocacy groups have long called for more comprehensive legal tools to address harassment, particularly as digital communication has expanded opportunities for misconduct.

The new framework is expected to improve enforcement consistency and empower authorities to take action in cases that previously fell into legal grey areas.

The legislation underscores Thailand’s evolving approach to personal safety and digital governance, aligning its legal standards with contemporary social conditions.

Authorities have indicated that public awareness campaigns and enforcement guidelines will accompany the law’s implementation to ensure both clarity and effective application across the country.
